NEW CONNECTIONS - SINGLE PROPERTY (DOMESTIC OR NON-DOMESTIC)

|
New Water Service Connections (less than 1”) - Requirements
|
- A completed New Services Application Form.
Forms are available at all Rate Payers’ Centres or may be filled out on-line and printed.
(You must have the free Adobe Reader software installed on your computer to view, complete and print the form.)
- Application forms must carry a stamp from the Warden’s Office.
- This form must also be stamped by the District Medical Office for approval of drainage. This is only necessary if there is a building on the property
- Two forms of ID
- A non- refundable deposit of $200.00
- Precise directions and sketch if possible
- If the applicant is not the registered owner/tenant the following is required
- Written permission from the registered owner/tenant/agent or executor and copy of ID.
- If the above is not possible, the applicant must swear an affidavit indicating ownership or controlling interest.
- A certificate of way leave must be completed in cases where the pipe to be laid passes through other people’s private property.
- Applications to be dropped in to any Rate Payer Centre.

New Service Charges
|
Domestic
$200.00 – Deposit made when application is submitted (for feasibility study)
Plus one of the following
- $187.50 - this applies to houses that fall within a building development (e.g. NHA/Home Construction etc)
- $410.25 - Applies to Edinburgh 500 only.
- $487.50 – Houses which do not fall within a development but are on the same side of the road as the WASA main or less than twenty feet (< 20’) from the main.
- $537.50 – Properties which do not fall within a building development but are in excess of twenty feet (> 20’) from the WASA main.

Non Domestic
Actual cost of labour and materials as well as overheads. On site estimates are usually done for this type of connection.

Long Services
Distances in excess of 20m or sixty feet are considered long services and are to be laid by the customer at his own expense.

NEW CONNECTIONS TO BUILDING DEVELOPMENTS
|
Key Functions of the New Services Department
The name of the section New Services reflects its role as the point where the public interfaces with the Authority for obtaining all new water and wastewater services. Essentially, the department ensures that the water and wastewater systems incorporated into new buildings and developments conform to the standards required by the Authority.

Building Developments
Definition: A building Development refers to any project that involves:
- The subdivision of land
- The erection of a medium to large scale structure for residential, commercial or institutional or industrial purposes
All proposed buildings requiring a water connection more than one inch (1”), must be treated as a building development and would be required to follow the same approval process.
Where such a building is located within a public or private sewerage area, the developer will be required to submit the buildings sanitary plumbing system, design drawings to the Plumbing Inspectorate Section for checking and approval.
The New Services Department administers the approval of water and wastewater services to new buildings and developments.
The various stages of approval are outlined below:
- Outline Approval – Approval in principle with respect to the quantity of water that can be made available on site and recommendations on the type of wastewater collection, treatment and disposal system to be employed.
- Final Approval - Approval of detailed designs (including drawings and calculations) of the water supply system and the wastewater collection, treatment and disposal facilities to be installed.
- Completion Certificate - Approval granted only after inspection of the water and wastewater infrastructure both during construction and at the commissioning stage.
- Approvals of Plumbing Systems- Approvals of plumbing designs and site inspections of plumbing works.
The first three stages of approval are applied to new building developments only. The granting of plumbing approvals apply to both building developments and domestic dwellings.
Procedure
The customer must obtain an application form together with the procedural process involved from the New Services Department at Head Office.

NEVER RECEIVED A BILL
|
- Customer must obtain a Certificate of Assessment from the District Revenue Office (Warden’s Office) or City Hall.
- Customer must then bring this document in to any Ratepayers’ Centre in order to have a new account established.
- Where there is no building on the land, an A2 account will be established.
- Where there is a building, which is not assessed, WASA will issue a temporary assessment in order for rates to be levied pending the assessment by the DRO or City Hall.
- Two (2) forms of valid identification must be provided.

HAVING RECEIVED A BILL - PAYMENT METHODS
|
Customers are reminded that rates can be paid:
|
- At any WASA Ratepayers’ Centres by personal or certified cheque, cash, LINX or Credit Card*
*Please note that personal cheques are only accepted for Water Rate Charges
- Through any Commercial Bank by:
- Over the Counter Payments
- Telebanking Transfers
- Standing Orders
|
- Some Mortgage Companies and Credit Unions also arrange payment of rates for their customers.
- Salary deduction (some companies)
- By Deferred Payment Plan or Agreements
- Down payment of between 40% and 50% of outstanding balance.
- Balance to be paid within four to six months
- Terms are Negotiable
- Pensioners’ Agreement for persons who receive pension or Public Assistance
- Deposit of $200.00
- Monthly installments of $100.00
- Agreement to be reviewed within twelve months
- Account must be in the name of the pensioner/recipient of Public Assistance
- Pensioners ID
- Terms are Negotiable

VOLUNTARY DISCONNECTION
|
|
Disconnection By Request
|
- A visit to any WASA Ratepayers Centre with a written request by property owner, giving reasons for disconnection
- Two forms of ID
- Fee of $312.00 and all outstanding arrears must be paid
- In the event that a reconnection is required, the customer will be required to pay $188.00

DISCONNECTED FOR NON-PAYMENT OF RATES
|
- All arrears must be paid or agreement made to liquidate arrears
- Sketch or precise directions to property
- Payment must be paid by certified cheque, cash, Linx or Credit Card
- Payment of reconnection fee of $500.00 or $188.00 in cases of voluntary disconnection.

UNABLE TO PAY ALL OUTSTANDING ARREARS
|
The following options are available –
|
Deferred Payment Plan :
|
- Initial down-payment 50% of the current balance
- Maximum period: 6 months to pay off the outstanding balance
|
Pensioner Agreement :
|
- Special agreements are available for pensioners and recipients of public assistance
- Contact any Customer Service Representative at Tel # 645-6192 to arrange a visit
|
Hardship Relief Programme
|
- This programme allows pensioners to receive a discount on their accounts as follows:
- $100.00 per year for A3 and A4 classifications
- $ 70.00 per year for A2 classifications
- The account must be in the name of the recipient
- An application form must be filled out (available at any Ratepayers’ Centre)
- Completed form must be submitted to the Ministry of Human Development, Youth and Culture.
